Återställ Våtmarker (Restore Wetlands) stopped the ferry to Finland today with the message “Neova out of Sweden” in both Swedish and Finnish. The movement has been running a campaign against peat mining in Sweden for four years, targeting Neova AB, the largest peat producer in Sweden.

Neova AB is Sweden's largest peat producer and accounts for 71% of peat extraction, which emits more greenhouse gases than domestic aviation. The parent company Neova Oy is 51% owned by the Finnish state. The remaining percentages are owned by Finnish municipal heating plants. Finland received EUR 465 million in EU sustainable transition support in 2018 to, among other things, phase out peat extraction.

“Europe is burning to ashes and over 35,000 people have died as a result of the summer’s heat waves. Peat is a fossil material and extracting it fuels the climate collapse. Get out of Sweden, Neova! You are sabotaging our nature and increasing deadly emissions”, says Lior Tell Stefansson, spokesperson Återställ Våtmarker.

Neova AB is part of the board of the lobby organization Svensk Torv (‘Swedish peat”), which has attracted attention recently for their controversial methods against activists. Among others, the Secretary General of Svensk Torv, self-proclaimed as the “Peat General”, has copied Återställ Våtmarker’s website.

On Neova AB’s, Svensk Torv’s and the Peat General’s social media, there is incitement and threats without moderation. “Some of the things that are written can almost be called illegal threats. That people should be shot, killed, run over and buried. I can really react to that,” says the police Stefan Jalderyd in Dagens Nyheter.

“We at Restore Wetlands are always respectful and peaceful. Anything but what Neova AB and its lobby organization stand for. Is this something the Finnish parent company Neova Oy, the world's fifth largest peat producer, encourages?” says Pontus Bergendahl, spokesperson Återställ Våtmarker.

In July, outright conspiracy theories were spread on the Svensk Torv website: “It is possible to draw some lessons and parallels between associations working for Russia and the activists in Återställ Våtmarker”, writes chairman Robert Wedmo, continuing, “A hungry, cold and poor population naturally has a lower will to defend itself than the opposite.

“I am addressing the Finnish government directly. How can you allow the spreading of lies and pure conspiracy theories to continue? Not to mention the cheating with illegal peat extraction? Shame on you!” says Pontus Bergendahl.

During the summer, Restore Wetlands has stopped Neovas AB's peat extraction at Grimsås bog for the third year in a row. This year with the startling method of sowing seeds out on the peat extraction site. The general secretary of the lobby organization Svensk Torv, Rickard Axdorff, is threatening to file a claim for damages of hundreds of millions of Swedish crowns and claimed that the seed campaign amounted to industrial sabotage.

Representatives of Återställ Våtmarker believe that the seed campaigns are putting the spotlight on Neova AB’s violation of the contract they have for peat extraction, both at Grimsås bog but also at a number of other peat extraction sites. The so-called concession agreements apply to energy peat, but Neova AB has sold the peat as cultivation peat for years. At Grimsås bog, the company tried to change the agreements to apply to peat for cultivation but was rejected by the County Administrative Board in Västa Götaland this spring. The company then appealed to the Land and Environmental Court but was rejected by this court as well.

“Grimsås bog has become a hotspot for the entire peat issue in Sweden. We know that Neova is violating the agreement as well as the direct decisions of the County Administrative Board and the Land and Environmental Court. For years they have been mining and selling peat against current agreements. Every bucket is an illegal bucket”, says Lior Tell Stefansson, spokesperson Återställ Våtmarker.

On September 1st, the Swedish government will submit Sweden's national nature restoration plan to the European Commission in accordance with the EU Nature Restoration Regulation. The report also includes the future of peat extraction in Sweden.

The parties Socialdemokraterna, Miljöpartiet and Vänsterpartiet submitted motions last October with proposals to phase out peat. The party Centerpartiet has also said in an email to Restore Wetlands that they want to ban peat mining.

Facts about Neova's peat mining

Neova is the largest peat producer in Sweden with 71% of production. Neova is the operator of 65 peat mines. A concession is issued to mine peat for energy purposes and nothing else. These concessions were granted under the Peat Act. All peat can be burned, but a certain smaller tributary of other peat, often called cultivation peat, can be allowed if it is required to achieve the purpose, i.e. to produce energy/energy peat.

Återställ Våtmarker has received production data for thirty-one mines. The others have been denied for reasons such as trade secrets, risk of "activism", etc.

We know for sure that Neova is violating the permits for six mines. According to production data from 2024, Neova is mining cultivation peat at these mines, which they do not have a permit for. The County Administrative Board has confirmed that it only has the right to mine energy peat. Peat extraction is ongoing at Grimsås bog despite the County Administrative Board's refusal to change the concession agreement from energy peat to cultivation peat.

Here are the peat mines where Neova extracts cultivation peat with concession agreements for energy peat:

  • Grimsås Mosse
  • Trottagården Halland
  • Bredmossen Östergötland
  • Finnmossen Västmanland
  • Vännmossen Gävleborg
  • Stormyran i Morvallen Gävleborg
  • Karinmossen Östra Gävleborg

In addition,

Another three mines only produce cultivation peat, but it is unclear whether we have received enough documents to determine with certainty what production is taking place.

Fifteen mines produce nothing and have no changed conditions, they do not violate the conditions in 2024 but may have produced or will begin production.

We have been refused production data for eighteen mines. These hold concessions (i.e. the agreement only applies to energy peat), some are confirmed to only apply to energy peat, others need to be confirmed by the regulatory authority.

Eleven bogs have been converted to cultivation peat (have a concession), i.e. they have received permission from the regulatory authority to extract peat for cultivation purposes. Which should not be possible according to the Swedish Environmental Protection Agency's legal interpretation. New agreements are to be negotiated under the Environmental Code.

Nine quarries have a permit to produce cultivated peat according to the Environmental Code

Facts about peat

Peatlands cover only 3% of the Earth's land surface but store twice as much carbon as all the world's forests combined. Peatlands are a type of wetland.

The amount of greenhouse gases emitted from drained peatlands worldwide constitutes a full 6% of global carbon dioxide emissions. This is more than twice as much as the carbon dioxide emissions from global aviation.

Restored peatlands and wetlands are teeming with life and biodiversity (as many as 800 red-listed species depend on wetlands), they protect against floods, droughts and fires, reduce eutrophication and purify drinking water.

Greenhouse gas emissions from peat mining in Sweden are more than all domestic flights.

Peat is currently used for combustion, soil improvement and animal bedding. When burned, it is converted directly into carbon dioxide. When used as soil improvement and animal bedding, it breaks down into carbon dioxide over a ten-year periodAll peat mined is converted into carbon dioxide.

Neova is the world's and Sweden's largest peat producer. Neova AB accounted for over 70 percent of the peat mined in Sweden in 2020. The company is owned by the Finnish Neova Group, which mines peat at 200 locations in Finland, Sweden and Estonia and exports to more than 100 countries. Neova is owned by the Finnish state with 51%, the remaining part is owned by Finnish municipal heating plants.

Restoring wetlands and stopping peat extraction is the fastest, easiest and cheapest way to reduce carbon dioxide emissions in Sweden.

This conclusion is also drawn by the Swedish Environmental Protection Agency, which believes that the best thing for society and the climate is to restore drained wetlands and peatlands on a large scale and leave the peat in the ground.
